This is really kind of funny to me because I just watched this old Alfred Hitchcock movie where he was learning how to tattoo on a side of lamb during the opener and said next he would move up to cow or something crazy like that. Maybe they just needed a place to practice- I've seen some tattoo's where the artist certainly should have practiced on something other than a person's arm!
Good point tattoo practice isn't a bad idea. Especially if its for that "eternal makeup" I've seen too many of those that look too bad. Its the sponsoring and watching your dirty little pig in his pin all day that i find pretty out there.
